เครื่องสำอาง VS เวชสำอาง

คำว่า เครื่องสำอาง ในภาษาอังกฤษคือ Cosmetics มาจากรากศัพท์ภาษากรีก kosmetikos ซึ่งหมายถึงตกแต่งให้สวยงามเพื่อดึงดูดความสนใจจากผู้พบเห็น โดยในสมัยแรก ๆ นั้น นิยมใช้เครื่องสำอางเนื่องจากความจำเป็น เพื่อให้เหมาะสมกับสภาพแวดล้อมหรือธรรมชาติ ซึ่งมีต้นกำเนิดมาตั้งแต่สมัยยุคอียิปต์โบราณ จีน และอินเดียจัดว่าเป็นศิลปะอย่างหนึ่ง โดยมีกรีกเป็นชาติแรกที่แยกการแพทย์และเครื่องสำอางออกจากกิจการทางศาสนา และถือว่าเครื่องสำอางเป็นสิ่งสำคัญที่ต้องปฏิบัติต่อร่างกายอย่างสม่ำเสมอ จากนั้นเมื่อศิลปะเครื่องสำอางแพร่เข้าสู่ฝรั่งเศส ก็มีการเสนอให้แยกกิจการเครื่องสำอางออกจากการแพทย์ เนื่องจากการแพทย์และกิจการเครื่องสำอางในยุคนั้นยังต้องอยู่ภายใต้การควบคุมของกฎหมาย จนในปี ค.ศ. 1800 ความพยายามก็สำเร็จ มีการแยกประเภทของเครื่องสำอางออกอย่างชัดเจนลากยาวจนถึงช่วงศตวรรษที่ 19 ได้มีการนำเทคโนโลยีสมัยใหม่เข้ามาปรับปรุงคุณภาพของเครื่องสำอางยาวจนมาถึงปัจจุบัน

 

พระราชบัญญัติเครื่องสำอาง พ.ศ. 2558 ได้ให้ความหมายของ “เครื่องสำอาง” ไว้ว่า สิ่งที่ใช้ภายนอกร่างกายมนุษย์เท่านั้น โดยมีวัตถุประสงค์เพื่อทำความสะอาด ความสวยงาม หรือเปลี่ยนแปลงลักษณะที่ปรากฎ หรือระงับกลิ่นกาย และปกป้องดูแลส่วนต่าง ๆ โดยไม่สามารถเปลี่ยนโครงสร้างภายในร่างกายของมนุษย์ โดยเครื่องสำอางสามารถแบ่งออกได้เป็น 3 ประเภทหลัก ๆ ดังนี้

1. เครื่องสำอางควบคุมพิเศษ คือเครื่องสำอางที่มีความเสี่ยงสูงต่อการเกิดอันตรายกับผู้บริโภค เนื่องจากมีเคมีภัณฑ์เป็นส่วนผสม การดูแลกำกับจึงเข้มขวดมาก จะต้องมีการขึ้นทะเบียนตำรับ จึงจะนำไปจำหน่ายได้ ได้แก่ ยาสีฟัน น้ำยาบ้วนปาก ยาย้อมผม ยาดัดหรือยืดผม ผลิตภัณฑ์กำจัดขน

2. เครื่องสำอางควบคุม คือเครื่องสำอางที่มีความเสี่ยงต่อการเกิดอันตรายบ้าง ซึ่งการกำกับดูแลจะไม่เข้มงวดเท่าเครื่องสำอางควบคุมพิเศษ ผู้ประกอบการต้องเข้ามาแจ้งรายละเอียดต่อหน่วยงานภายใน 15 วัน ก่อนผลิตหรือนำเข้า โดยแบ่งได้เป็น 2 ลักษณะ ได้แก่

2.1 กำหนดประเภทของเครื่องสำอาง 4 ประเภท เป็นเครื่องสำอางควบคุม ได้แก่ ผ้าอนามัย (แผ่นและสอด) ผ้าเย็น แป้งฝุ่นโรยตัว แป้งน้ำ

2.2 กำหนดสารควบคุม เครื่องสำอางที่มีส่วนผสมของสารควบคุมจัดเป็นเครื่องสำอางควบคุม ได้แก่ สารป้องกันแสงแดด สารขจัดรังแค (ซิงค์โพริไทโอน, ไพรอกโทน โอลามีน, คลิมบาโซน)

ส่วนคำว่า “เวชสำอาง” เป็นคำที่คิดค้นขึ้นมาโดย Raymond Reed ในปี ค.ศ. 1961 หมายถึงผลิตภัณฑ์ที่คุณสมบัติระหว่างยาและเครื่องสำอาง พูดง่าย ๆ คือ เป็นเครื่องสำอางที่ออกฤทธิ์หรือมีผลทำให้เกิดการเปลี่ยนแปลงโครงสร้างของเซลล์ผิวหนัง แต่เวชสำอางจะไม่ได้เน้นในเรื่องการเสริมความงาม แต่จะเน้นในประสิทธิภาพเสียมากกว่า ซึ่งสารที่ออกฤทธิ์นั้นจะผสมอยู่ในปรมาณที่เหมาะสมพอที่จะกระตุ้นการทำงานของผิวและเกิดการเปลี่ยนแปลงที่ดีขึ้น เช่น เวชสำอางสำหรับป้องกันแดด เวชสำอางในการต่อต้านริ้วรอย เป็นต้น

หากจะลองเปรียบเทียบความต่างเพื่อให้เห็นอย่างชัด ๆ ระหว่างเครื่องสำอางและเวชสำอาง ขอยกตัวอย่าง ประเภทการต่อต้านริ้วรอย

เวชสำอาง : ตัวครีมนอกจากจะช่วยเพิ่มความชุ่มชื้นแล้ว ยังสามารถปรับโครงสร้างผิวให้เกิดการสร้างสมดุลของน้ำหล่อเลี้ยงผิว และกลไกการเก็บความชุ่มชื้นตามธรรมชาติ และหากใช้ต่อเนื่องเป็นประจำ ริ้วรอยจะลดลงอย่างเห็นได้ชัด

เวชสำอาง ใช้แล้วเกิดอาการแพ้น้อยกว่าเครื่องสำอางจริงหรือไม่
